Not always — some fields in the report view are optional filters.

In many reports, you can choose to filter the results by fields such as group, type, or status. If you leave these fields empty, the report will most often include all available data for that parameter.
For example, if you don’t select a specific group, results from all groups will be included.

However, some reports required certain fields to generate the report, such as time period. What fields that are required depend on the report. In this cases, the Create button will remain greyed out until a valid time range has been selected.

In summary:
